If something drifts, we prefer fixing it or holding the profile back instead of letting a stale page keep compounding bad signals.
The review pass is designed to answer one question first: does this business have enough clean public evidence to publish a useful directory profile without pretending we know more than we do?
Not every business submission should become an indexed profile. Holding a weak listing back is usually better than publishing a thin page that confuses users or dilutes the city/category hubs.
